Web of issues

This is a (ugly) draft by Gavin at the University of Florida of issues FC may/should address. Resources would be prioritized as a national level, and chapters would be free to prioritize on their own as well. What do you think? Are these things we should be focusing on? Are there other things we should be focusing on? Should we only address issues as they intersect with technology?
